Either a Vantec NexStar updated version enclosure or the MacSales OWC Mercury Pro USB 3 enclosure should work fine for Blu-ray drives and using a USB 3 cable. If you have a drive in an old USB 3 enclosure consider moving the drive into a new enclosure that was designed and manufactured in the past 5 years. So for some Blu-ray reading/writing operations a USB 3.0 interface is necessary. But fast Blu-ray speeds can exceed the reliable data transfer rate of USB 2. USB 2.0 is plenty fast for CD and DVD reading and writing. With a USB 2.0 cable it does fine except for some Blu-ray operations. With a USB 3.0 cable I would get ripping errors and other errors. It works fine if you connect a USB 2.0 cable to it to force it to USB 2.0 speeds and interface. Purchased in 2013 along with a Pioneer Blu-ray drive. USB 3 enclosures hit the market around 2012 or so.

The early USB 3.0 interface chipsets used in the enclosures designed back when USB 3.0 was a new thing are not that reliable or good.
